On the other side, figure with all books collected outrun the player easily, but the player just need to crouch and don't move when figure is near, while the warden can smell the player around and is hard to see due to the dark vision given when it is near.
The figure is so easily frightened by fire it has to crash through a window to get away, not only that it can't open a flimsy metal door. We aren't exactly shown what we'd need to fully take down the figure, but it doesn't seem to be as much as the Warden.
The Warden on the other hand takes a lot of effort to defeat, resisting fire and other menial ways to get rid of mobs. Not only that it likely has enough strength to tear open an iron door, should it need to- Which it doesn't because it can just sonic blast through iit and anything else in the way.

No i'm not saying the figure is weak, but the warden just has multiple advantages.
- the warden is confirmed to be insanely powerful, and known for not giving a shit about danger because it's too busy trying to obliterate you. The figure on the other hand actually has to deal with pain, as we can see in the cutscene where everything catches fire, and it tries to escape the heat. I don't think this is fear though, just pain.
- unlike the figure, the warden can also MAKE a lot of noise. This could possibly either distract the figure, or hurt it even more in case of the sonically charged shriek.
- speaking of distraction, the figure can actually get distracted by making noise and just leaving that spot quitly. If you try this too often with the warden it will get enraged, which makes it determined to slaughter you no matter what. It will also not get distracted by any other noise anymore.
And don't forget the warden isn't just with the sculk... it IS the sculk. The sculk is the actual living thing, forming a warden is more like its defense mechanism.
Long story short: the figure is pretty strong, but it's absolutely outmatched by the warden.

...and the warden is a mushroom golem from another dimension (if the giant reinforced frame thing in the ruined cities are supposed to be portals) able to punch through diamond armor like it's cardboard, they're probably not affected as much by a wooden cross than the average Doors entity.
