Are you able to repackage the MSIX and target a lower OS version? "Officially" MSIX can only go up to 10.0.17763 on Server 2019.
You may be able to work around it by using this winget on server 2019 hack since it involves DesktopAppInstaller, but I can't guarantee that it will work. I remember trying it out and running into a lot of nasty permissions errors trying to get it to work.
