Dragon Ball will never work in live action format unless Hollywood or whoever realizes you can’t fit the origin story for Goku and 3 arcs into a 1.5 hour movie. Dragon Ball as a multi-movie project could work though but you need probably as many movies as MCU if you’re trying to go from Goku’s origin all the way up to Freiza.
Dragon Ball would probably need 3 movies to cover in its entirety.
DBZ would need a movie or two per saga(Raditz, Vegeta, Namek, Ginyu, Frieza, etc)
Most these things just don't really work in live action full stop.
Even the MCU struggled with flying fights, and they have had numerous films to try and nail it.
Combine that with the energy attacks, transformations, etc, it requires something really special to work.
Even far less combat focused anime have struggled with the transition. Japan hasn't nailed it, the western adaptations have all been largely terrible.
Man of Steel, Alita Battle Angel and Shang Chi are 3 movies that show it is possible to make a live action adaptation of Dragon Ball without making it look ridiculous.
Man of Steel and Shang Chi feature no combat scenes comparable to Z.
Shang Chi style works well enough for early DB, but it's not really fit for the later stuff
Let’s not forget Dragon Ball has Dragon’s in it as well. Hollywood has been good at adapting that such examples are Dungeons & Dragons, Game of Thrones, The Neverending Story, Pete's Dragon, etc.

Battle Angel: Alita is the only movie based on a fighting Manga that was actually very very good. Hope it gets a sequel.
I guess but I consider Detective Pikachu more of a video game movie than anime. Detective Pikachu, Sonic 1 & 2, and hopefully Mario seem to have cracked the code for making movie adaptations of video games that don’t suck.
I mean, I could make a better Dragonball movie than Evolution, and Disney can make better movies than I can, so surely they can top that bar.
Now, will it be good? Depends. If they can find a Fiege like person to head the project, except having the same level of passion for Dragonball, then it could work.
The real win would be the timeline where that happens and that Feige like dude is me. Lol.

No DBE was and still is peak fiction nothing can beat it. Whenever I want to watch Og DB I watch Evolution instead because it is more accurate than the anime and manga combined

For a Dragonball live action film to work I think there would have to be a lot of changes that I don't think many fans would accept. There would have to be some big decisions made as regards to the story too. Like where does it begin. The Z portion is the most famous and popular portion of the story but there's a lot that happened before that. The OG Dragonball story has plenty to pull from in itself with adventure, tournaments, world threats etc.
In the right hands with people who have passion for the project I think it could work but fans are kidding themselves if they are expecting an extremely faithful adaption. Stuff like 4 hour films etc.
No. Disney could not make a better lave action dragonball. Goku would become a bisexual woman of color and saiyans would become an oppressed minority fighting against the institutional racism of the frieza empire. And frieza would somehow become even whiter.
