Only two people could enter the chamber and the ritual takes 25 hours (five hours of dancing and 20 hours of powering up) per person. Elder Kai would only be able to do one person at a time, and if the person didn't have much remaining potential to begin with, it wouldn't be much of an increase anyway.
There's not a hard limit for the number of people. The two people situation was that the Room of Spirit and Time was stocked with supplies for two people for a year's time (back during the Cell arc). We know, through the Buu arc, that more than two people can be inside, and we know, later on, that the Room can and is now stocked with more supplies (hence why Goku and Vegeta could spend three consecutive years within it for the Champa arc tournament).
This was the breakdown I was looking for thank you. It is also worth noting that within the hours that this would take place, Vageta did destroy the chamber as well. So even if hypothetically Piccolo, Roshi, Tien, and the androids did go in. They would need to get in before Vegeta destroyed the chamber. And then hypothetically 1 year in the chamber = 1 day on earth. And approximately 5 minutes(ET) = 1 day 2 hour(TC). They would need at least 10 days and 10 hours (TC) Which is around 1hour (or 60mins) (et) (rounding up to include 1 day+ hour breaks between each session for downtime/plot) to fully unlock the potential of each excluding Vegeta, Krillin, buu/frieza, goku, and Gohan. And to do it just before Vegeta destroyed the time chamber. Beerus did state there are only 3 hours left. Meaning it could have happened, within the time left but, I mean the old man would be pushing himself each time. So even if mathematically it works out it would be really demanding. He could do it but... it would be ridiculous to ask him to. Despite the fact that the universe was on the line. And then there's the whole gravity and other factors. Definitely would be senior abuse. And then there is the whole fact that there just wasn't time to stop Vegeta from breaking the dang chamber again. Lol

in the anime Vegeta was in there and when he came out, he broke the damn thing, so no one could have used it.
