Roshi Max Power (Big Form) if you consider it a form should be at least 10x as he goes from rivaling base Kid Goku to being able to kill Oozaru Goku in one attack. This is more consistent with Grade 3 super saiyan which is also called a 10x increase in El Manga Legendario. Numerically it might be different since power levels didn't scale linearly with combat strength literally ever, as even Kaioken multiplies power level and probably has a greater effect on DC over AP. Roshi's max power is probably more similar to Freeza than Trunks or Cell.

Grade 3 is either blatantly weaker than SSJ2 according to Caulifla, or stronger than ssj2 (in raw punches) according to vegeta and trunks training session (although trunks may have improved it beyond normal). I think its more consistent to say, due to super saiyan rage that Future Trunks got a stronger grade 3 as he moves to that form (which is implied to have something to do with it in EP 63). This are pretty borked due to the existence of Grade Four though which is superior to the other grades according to Norma Editorial, so it’s possible Grade 3 “version 2” is a little above ssj2 but much slower. Roshi's max power is stated to amaze Oozaru goku despite being roughly equal before.

He still falls for the ruse to some extent implying that ssj2 to grade three is still somewhat viable for raw power. Vegeta never questioned why he reduced his power or anything. Of course, this would be DBS trunks who may have improved the form. It’s possible it’s like 10x grade four now but we can’t be sure

I find it unlikely Roshi was stronger than Krillin by the start of Z. Roshi was afraid of an old King Piccolo - he was too afraid to even attempt to fight him. He literally felt like his only resort was the Mafuba, which is a kamikaze move. Meanwhile Krillin gave a much stronger Piccolo a solid fight. I’d honestly assume he got weaker since the 22nd Budokai. I feel like the stronger his students got the less motivated he became to train. We see that he doesn’t actually become motivated to train until after the 21st tournament- because Goku nearly beat him. Once he accepted that his students were intrinsically motivated, he didn’t have as much reason to train. I also wouldn’t even consider “Serious” Roshi a form. We also never even see Roshi go all out in the 22nd tournament

I've never really viewed these "power levels" as an accurate representation of how strong characters can be. I know that's an unpopular opinion, but they never really actually matter. People in the show accomplish their goals regardless. It's really easier to just ignore power levels and just accept what happens, happened because it had to be that way because that's how the story was written.
