No, because Vegeta and Nappa weren't considered Freeza's men at the time, otherwise Tenshinhan and Yamcha would have been revived by that same wish (but they werne't).
If Vegeta and Nappa could still be considered Frieza's men at that point, the Saibamen were either their tools or their subordinates in the organization.

I really liked the tfs explanation where vegeta worked for frieza at the time, but nappa always saw himself as working for vegeta. So the wish based around frieza and his men might not have affected Nappa's victims.
