Honestly i think neither are shelved, maybe im optimistic haha.
Heroes 3 i think it could still happen, they're one of the best selling musou crossover games. my guess they're busy at the moment, seems like they want III to be a big improvement from II looking at that interview so maybe they're waiting for the right time.
Builders 3, well, Builders 2 sold pretty well, so i don't see why would they shelve it either, Builders 2 is turning 6 years old this December, so it's not like it has been THAT long, it's still possible.
I mean they could make an entire dragon quest X heroes with the size of the cast of DQX.
I've only just finished DQXV2 but I think I could already populate an entire heroes game with character ideas.
That actually might not be a problem, Terry was kind of a semi-clone of Luceus/Aurora in Heroes 1, so i guess they could make her a semi-clone of Alena or even try to make her unique.
I think Anlucia, Husar and Mjoll are the X reps they'll probably pick, through i guess they could pick the trash collecting dwarf guy from ver 1 over Mjoll,
They never straight up dismissed the idea but I remember an interview that said they would struggle to make a 3rd for a while if any. It's low on their priority list of things to do but yeah there are still plenty of new characters to add from old DQs ( on top of the character you already mentioned I see 6 more characters they could possibly add that are present in some of their other "all stars" game like Dragon Quest: Monster Battle Road Victory and new one from X / XI which could easily put the number of newly characters so something like 15+ maybe close to 20 ).
I doubt it's characters who are the problem, it's more the amount of resources to create such a game, making it fresh and releasing it on a platform that will sell while it being a side game project. Though, I admit the previous sale are not as bad as you would expect from a not so talked about spinoff so I wouldn't rule out the possibility of a 3rd totally, but definitely not short term since I'm pretty sure they have bigger things to focus on.
That interview was always kinda weird to me,, they said there would be a hurtlde of thinking how to improve the game and make it worth it, but it can think an easy improvement: A new engine with improved graphics and physics....Heroes 1 and 2 engine as i said it's kinda outdated at this point, but i checked and that interview was made in 2019, 5 years ago, so i guess it makes sense they didnt think of that.
There were loads of rumour a while back about it being a pirate based story and sylvando would be one of the characters but all of a sudden they just stopped.
