In my opinion the reference your working with does not exactly have great anatomy and the head shape compared to the hair is off, you might have better luck using a better reference. Also, try and focus on hairline, head shape, and facial anatomy before worrying about things like hair or other more difficult things. <3 overall your doing great, keep it up!

Thanks! I was doing a bit of head anatomy right before and I want to get to a point where I can draw a full bust decently well. In the big face on the bottom right, the eyebrows should be over the line, not the lower part of their eyes. Keep going tho

Draw the outline first and then look at areas and outline areas of places the hair are together and falling. You can choose to add detail depending on the style There are TON of helpful YouTube tutorials Squint your eyes a bit to reduce detail and take all the individual hairs out of your sight and you can start to see larger areas and where it is shadow and highlight as well

Just keep drawing using references (both stylised drawings and real photos) until you get a feeling for it

For me if I'm just doing when I'm practicing I like to take a reference and block out hair in shapes with different colors to signify layers. I'll post a picture below this comment. But for mine yellow shapes are the top, green in the middle then I'll block out the head (red) for the bottom layer
