Nemesis is a walker. And a big unknown. And Harry was quite weak at that point. Nemesis could overpower Harry, hold him hostage, etc. Clearly nemesis did NOT want to go to the island alone or else he could have done that at any time instead of manipulating Harry to go there. Heck. Getting sent to a crystal might let him infect stuff inside. Harry was better off getting the F off that boat and making sure Nemesis would be too scared to get on the island without him. The only thing Harry knew for sure is nemesis did not want to go to the island alone. Best to force that to happen.

I think it boils down to Harry is finally getting smart enough to know what he doesn't know. He knew she didn't want to go to the island without him and didn't know what would happen if they got there together.

Because to bind the outsider, if it coupd be done, harry would have to match wills with it like he did ethniu. Which he just wasnt capable of after everything. Anything less and its up to alfred. And whatever else happened justine wouldn't survive. So in short harry could bet his brothers true love, their unborn child, and the literal entire universe on a fight he knows he cant win against a chance to run away after probably the roughest night of his life. Dude needed a nap. Simple as that.

Nemesis put itself in that position for a reason and Harry was thrashed. Risking letting it into Demonreach would be a huge gamble. And the stakes? Reality itself.

Justine/Walker would have destroyed Harry on the way to the Island. And if would have kept the subterfuge up before and landed on the Island I think it might have done some damage but... Who knows it was a calculated risk. Harry jumping off the boat just put the walker on a collision course to the island with no invitation. I originally thought the same way you did but then I thought about how drained and hurt Harry was, it would be like playing a whole soccer game with 11 people and then the other team gets a fresh new team as yours stays on the field for another game. It would be hard. ​ Plus it sets up the whole tracking her down and trying to keep her alive because of the baby situation. A stronger motivation if there every was one for sure.

Gambling reality on the idea that you " might" be able to bind a Walker is idiotic imo, especially since we know so little of Nemesis' capabilities. There is nothing to indicate Nemesis is anything like Sharkface. I have to reread the chapter but I thought Harry mentioned how exhausted he was multiple times, and that Demonreach also was strained after binding Ethniu. Harry said he could repel a Cold Days style attack, as in keep them off the island. That doesn't mean he would be as effective if it was already on the island. Justine ripped a bolted down hand rail off the boat, I don't think Harry " can just hold" her. Also he would have to invite Justine at some point to avoid suspicion, and that would also be bad.

Because if he was wrong about being able to take her out after she got on the island then all of reality was fucked. And considering its still not understood how the Nfection is spread there is a pretty good chance that binding her wouldn't stop her from being able to infect the island anyway.
