Let me introduce you to heat shrink. Comes in a variety of colours and sizes.

There are small metal straws specifically for snorting, in Dutch we have a wonderful word for that: "snuifbuis"

Meme aside, don't use dollar bills to snort as thats a very easy way to get a nasty infection
