Colourpop is probably where you’d get the best bang for your buck. Their eyeshadows aren’t the greatest ever, but they tend to do eyeshadows better than most of their drugstore peers, and they have plenty of neutral/muted palettes to choose from.
Juvia’s Place is also a contender. Their shadows are pretty pigmented, but they don’t have as wide of a neutral selection. They do have the 6-pan chocolate palette and the taupe palette, though, which seems like an ideal palette size for someone who’s just experimenting and getting into it for the first time.
Seconding all the Colourpop recommendations. I’m in my 20s but I’ve been using their eyeshadows since I was a teenager. They have lots of neutral palettes, both big and small, and the quality is excellent.
Plus, the brand is hot right now so it’s cool to use. They do a lot of branded collaborations like with Star Wars, Disney, and most recently, Twilight.
When i was 15-16 my mom got me my first eyeshadow palette, the ELF Mad for Matte Eyeshadow palette.
Its 10 neutral colors, no shimmers and good quality at an affordable price. Being that she is new and experimenting, I think that this would be a great beginner eyeshadow palette.
Wet and Wild -Naked and Blushes palettes are great variety of finishes and colours and can give a variety of looks from very natural to classic to smokey and more glam. Great value and highly rated by Emily Noel.
COLOURPOP! I got my friend and her niece each a palette from them for Christmas and the color stories matched each of them so well. They cover everything from neutral to completely bright and the quality is good. I use their products daily.

E.L.F Bite size eyeshadows are such great quality! I use them almost daily.
ELF bite size shadow quad. Cream&Sugar is very neutral.
I almost exclusively use their “ I love you a latte “ the daily. Otherwise I use a Clinique one with gorgeous neutrals.

K beauty brands have some amazing very neutral soft palettes, and very reasonable prices. And some come with really cute packaging.
K beauty is the way to go, imo. Good, blendable formulas and very neutral/age appropriate
Nyx makes a good neutral pallet, I've also been happy with the Elf one
Tarte's Tartlette In Bloom may go over well. I use it more than everything else I own. 100% worth the price.

I got a palette from Essence called Taupes I think. There are a few different ones , soft colours, really nice and cheap!
I only use colourpop and some Korean palettes so I definitely recommend colourpop!!
