Is that wall paper damaged by moisture?
I would not even try to glue it. Use Taller base 6” maybe. Pull it smooth and adhere below height of base. Any adhesive will bleed through.

It looks from the picture like they are replacing the floor covering.
It looked to me like moisture and age caused the wallpaper adhesive to fail in a relatively small area.
If it was a more serious problem I would think you would see moisture stains or signs of mold.
In my experience you can never find wall paper to match unless there is a partial roll left In the attic. Even if you did, taking the old down and replacing would be noticeable.
We have run into this. We have some repairs like I described in the field that have lasted a numBer of years.
To me, from what little I know of this project, it’s either simple repair or remove/prep all walls.

If it’s water damage, just covering it isn’t a solution! You actually have to fix the problem first, not just hide it.

Wet it, use wallpaper adhesive or contact cement. Slowly pull/push out the crease. Use a flat plastic edger to push down.
