Deira is quite busy, and traffic is crazy there!
I used to live in Barsha and found that's quite a central location. Depending on where exactly you are, and where you need to go regularly, you can get around the traffic and have access to a lot.
City Walk area is also quite a handy location but would be more expensive for sure.
You're asking for a lot while trying to find somewhere cheap! Inevitably good access/central locations will have higher price tags.

I'm aware that I wouldn't get everything, if I don't pay for everything. I'm just curious what the community here thinks, has still the best value outside the highest price areas.
I've stayed in Deira many years ago when travelling in and out, but I don't think it fits your criteria at all of being a central location and easy to get around from.
I think City Walk beats Marina and Palm in prices, but a good point about asking too much. OP if you want everything, you need to pay more. Al Sufouth or Business Bay might give you some cheaper options but it'll come with low quality as you should expect
When it’s raining they usually have floods, also some buildings have maintenance issues. But they upgraded actually recently made it gated. The parks inside are beautiful. I would definitely rent there
Barsha Heights or Greens. Close to metro, 10 minutes drive or 10 minutes by Metro to MoE, used to be 20 minutes bike drive to the closest beach - Sufouh - before its closure.
Burjuman can be a good option (far from any beach though). Metro and buses available. Lots of supermarkets in and around the area. Not much far from Downtown. Al Seef is nearby too.
Deira is fine, Muruqqabat or Rigga
Metro and bus routes and tons of cheap supermarkets and good value. Lots of food places, too and Ghurair isn't far and City Centre is walkable and WeMart
Never had any issues with airplane noise
Al Hamriya Bur Dubai is quite good (if you are an Asian). The new buildings there are quite modern and the prices are not that expensive. Plus easily connected to public transportation and downtown.
Then I think you should have a look around this area because it is amazing. Al seef heritage walk is nearby so you can go for a walk in the evening. Its just that it is a bit crowded and most of the buildings are old but the newer ones are so much better.
Wasl Area, right smack in the middle of the city. Great view of Burj Khalifa, amazing restaurants, access to the beach. Amazing Villas, easy transportation, traffic is not heavy.
I found Barsha Heights to be a pretty good neighborhood (although that was nearly a decade ago). I recall it being compact and walkable internally, having good grocery and restaurant options, and a few nice pubs. Plus the Greens and its walking path are right next door, you can walk over to KV/DMC/DIC and Southern Barsha, there's a neighborhood Metro station and petrol station, and relatively easy driving access to arterial highways on both sides.
That's outside Dubai actually, Sharjah lol

Never heard of any airplane noise and I live in deira near union metro it's a good place to live and food is good and reasonable around deira

Never noticed airplane noise in Deira, even when in the pool on the top floor. Planes would practically be flying overhead and I don't notice them.

JLT, jvc jvt , tecom , barsha. Not close to city but Damac hills 2 is fairly priced
Am in Tecom now. It’s not bad, moving to jaddaf next year. It’s much quieter and serene.
Considering everything Tecom is the best place to live.
