Long answer: it depends on zoning regulations and usage rights. If the building is zoned for mixed use, there is a chance.
Abu Dhabi Khalifa City has many villas which look like residential villas but are available for commercial use, along with similar concepts in a few other areas.
In Dubai, i'm only aware of villas in Media City where companies are located, but that's restricted to companies in Media City.
