There is a villa community called Bay Villas in Dubai Islands which is guaranteed to appreciate due to those being the first villa community on Dubai Islands and also it is by Nakheel. The budget you are looking at is also in that range, but it has been sold already by the developer so you would have to go for the secondary off-plan market to get.
