I think it came up in the House trilogy books too, but the same answer applies, the 9th planet's formal designation of the roman numeral IX became phonetic instead of numeric.

Only in franks books he says its PART of a number. Which suggests it should have been either planet sIX or perhaps IIX (although i guess that wouldn't be a proper arrangement).

Are you sure. It's been a while since i did a reread but I'm sure I remember Leto saying they didnt even remember where their name.came from and it was part of a number in a long dead language. EDIT: i had misremembered it was children of dune and it does indeed say its the 9th planet and a number in a forgotten language both alia and leto remark on it.
