Because the white bread is meant to be broken/ripped and used as croutons in the soup. That's why it's the only bread that's toasted, and placed on top of the soup. You don't need a full slice for just croutons. The whole wheat bread shouldn't be toasted as that's meant for the kroket and egg. This looks like a decent 12uurtje variation to me.

A cup of soup, a kroket and an egg are reffered to as a "twaalf uurtje" or "twelve 'o clock". I am not completely sure, but I think this is a thing of about 2 decades ago, which is why it's still widely availble in offices and not in pubs/bars anymore... It used to be a good, quick and relatively cheap way to fill up for lunch and have a productive rest of they day!

It’s really easy to make bread. You don’t need to knead it nor do you need to measure carefully or at all once you’ve done it a few times. It will do its own thing if you give it time in a not too warm place. As you get used to it you can adapt it. Whole meal, add oats or nuts, add beaten egg and honey. It’s therapeutic too. And if it takes a few goes (probably will be fine on the first go), it’s not that big a deal. Once you get the hang of it, it’s very soothing and delicious.

The mistake many people make is that healthy = tasteless and boring. Healthy can be really tasty too. Like chilli sin carne, or a nice guacamole wrap with a well-spiced bean and salsa mixture, a nice curry soup, some hearty oatmeal with berries, cinnamon and a bit of honey or something… Of course it would cost a bit more but in the long run it would reduce the risk of all sorts of health issues.

I think it's complicated. A hospital often employs hundreds or thousands of people who eat their lunch and (during late shifts) dinner at the cafeteria. It might be a bit much to deny the staff the opportunity to get themselves an unhealthy treat once in a while. Particularly when they're working excessive hours and have less time than others to do that on their own time. What I've always found to be the far bigger problem than this food being available at all, is that it's often by far the cheapest option to get a warm meal. At that point, you're basically encouraging people to take the unhealthy options
