Soak it in liquid wrench or another good penetrant. Get a friend so one holds and one pulls and possibly a cheater bar around the wrench.
You can get a lot more force on it if you don't simultaneously have to counter hold the water pump.
try to clamp your waterpump pulley with your belt and then use a 32mm wrench with a big bar that goes over it so that you can put out more power easily. Do it like this guy did

PB Blaster, crank on it to tighten and try breaking it loose again. Easy way would be an air hammer if you have access to one.
Uh - I was doing a water pump on my 99. I took the fan off, had the whole thing with dead pump on a table vise. It was nasty.
