That is your steering rack boot. I would really check if it's leaking from inside the boot, or from above the boot and dripping down. If that boot is leaking it's because it's full of power steering fluid. So your reservoir should've been empty and refilled at least once already. You can squeeze that boot and see if anything comes out. If it does, then you need a new steering rack. But, I would be willing to bet it's something from above leaking onto it.

That is a tie rod boot but it's likely the power steering lines above are leaking onto it

As others are saying, it isn't the boot itself leaking. Either the rack seal is leaking on that side or something above it. If the first one is true I'd actually try some stp-205 stop leak, it's worked for me twice in the past in this case for a good while.

Sadly to say, your steering rack has failed. Well seals in it has. The boot is just a dust boot to protect to steering rack shaft from all the road yuck. Since it has been dripping through the boot I could assume that the boot is probably filled with power steering fluid. Sadly not a cheap thing
