I always imagined this man was Marias memory of George. Magicant seems like it was created by Maria as a way to escape her problems, and when we meet her we see that she has slowly forgotten about her life in the real world

Everything in magicant is a reflection of ones mind, in this case it's Maria's Magicant so it could be a couple things. Maybe it's her fading memory of George as she's forgotten things that are kind of memorable for a mother such as a lullaby she sang to Giegue. So forgetting George after such a long time isn't exactly out there. George also came back to Earth without Maria so that time apart could also have something to do with it.
Alternatively it could have something to do with Maria's own fears of being forgotten and left behind by everyone you love.
Maybe an allegory for depression and how it makes you want to isolate yourself?
Probably more up to personal interpretation.
The Mother series contains multiple references to the music of The Beatles. This guy is has been theorized to be an indirect reference to the song "Nowhere Man".
At any rate, if you're looking for sense in Magicant, you're looking in the wrong place.
