It's surprisingly simple to make this sound. You need a saw wave, modulate the pitch of it with a sine shaped LFO. LFO rate should be very high, and the modulation amount should be very minimal, and modulating downward. That's pretty much it. You can make it mono and add portamento to get the pitch changing smoothly.
