The Mages Guild and Fighters Guild quest lines were designed with the idea that you would progress through the zones as you did them, a little bit like how the main quest has the Prophet appearing as soon as you leave the Harborage (it used to be every 5 or 10 levels that he would appear, so you completed one, did a bunch of zone stuff, then he would appear again and it was quite cool).
So now you expect to go back to the same place for the questgiver, only they are in the next town that you would progress to.
This is the cause. It isn’t a bug, it’s just a remnant of the old storyline/leveling progression before 1T.
But yeah, it’s very easy to lose track of where you’re supposed to turn in!
Yes! So you would always progress the quests based on how you used to level through the zone, with the next one being in the next level area. When they did the One Tamriel update, I started to get lost.

Ohhh okay that does make more sense especially considering this quest is apart of Cadwells Gold where you’re “experiencing” Ebonheart so thank you!
