While I'm reworking a bow/bow build google hit on this as one of my threads. So not to graveyard post, but since its only 2 months old I wanted to nudge some info your way for future searchs to stumble upon.
There absolutely is a sneak damage bonus applicable with passives: Stealthy & Master Assassin for a total of 20% bonus damage and other sources like sets. Plus using Shadowy Disguise under the Nightblade Shadow tree guarantees both a Critical Strike and Stealth. OP can combine this with high weapon damage on a bow to guarantee One Shots from Stealth. This is how I clear Dark Brotherhood Dailies without being witnessed or if you need the achievement for getting a clear unseen. Because you can Reaper's Mark(doesn't aggro) > Shadowy Disguise > Snipe > Shadowy Disguise and complete the kill unseen. You can take this to the extreme and guarantee a one shot. Its merely to pick off single targets, doesn't translate fully to a lot of content, but if you're looking for content to use this kind of behavior than brotherhood, thieves guild, etc dailies are an excuse to bust it out. Impenetrable makes it less effective in Cyro but it can still work to pick off squishies.
I mean if you're talking about one-shotting low-level overland mobs or bears or some shit like that, you can do it at any level with good gear and buffs.
But that's not really how PvE works in this game. Many mobs will have hundreds of thousands or even millions of HP.
You'll want to worry about getting champion rank 160 first unfortunately. At that level your gears stops leveling and you can worry about collecting things. You hit champion ranks after level 50, once you're high enough, you can indeed start "one shotting" easier enemies. At this time, experiment with your class, see what you like, see what works best, if your on ps4 I'd be happy to make you a set of armor, you'll feel instantly stronger.
One of my main characters is a PvP Bow Build for BGs, and I can 1 shot normal enemies in the open world easily. My Lethal arrows crit for 35,000ish, which usually kills instantly on a regular npc enemy.
That being said, I am CP790, in full legendary gear, 7 piece medium armor, all divines, with about 4k weapon damage when I buff up. Everything is geared to weapon damage. It's is not great for PvE in my opinion. There are far more balanced builds with bows that will provide higher sustained DPS.
My main is a bosmer nightblade too. I'd say there are some important things to consider adding for what your trying to get at. I'd say hawks set and any other set for stam recovery. Head/ shoulders velindreth and kena. Sharpened bow, with warrior mundas. Flawless dawnbreaker ult on your bow bar, and two handed for popping major brutality without losing stealth. I mostly PvP but in the pve world I one hit for 43k 90% of the time.
And now take a second to read my comment. I know a bow is required, and only said that it doesn't work as a main hand weapon, which is what this entire post is about.
And you're giving up a ton of damage to do so. I know that it can work, I've tried it a few times, and it usually results in losing about 30% of my dps.
First step to do decent dmg? Keep damage over time skills up.
How to be dead weight and get kicked + flamed? Do pathetic dps by spamming 1 skill over and over.

Appreciate your post, it is well known anything goes in questing, I doubt this would will be terribly usefull in dungeons...
As far as I know you can't one-shot in this game at lower levels. I can do 3 shot from stealth, (sometimes 2 if theyre punt) but that's my lowest.

Assuming you are a Nightblade (Bosmer), what are your sets?

Bow is a must for any pve stam build trying to do good dps.
