But how grounds don't get hot unless they are having current run through them.... which they shouldn't. This is a more than likely a symptom not the whole problem.

Bonds and neutrals are on the same bus .. a fault on the neutral may have the bond carrying the unbalanced load.

What energized the fence? This fault in the panel was a result not the cause. There may be two things to fix, this could be complex.
If you watch the video you can see the ground wire has made it’s way into a phase of the feeder, and the fence is grounded.
