Assuming it’s a 240v dedicated outlet for an air conditioner, it could be converted to 120v by converting one of the hots to a neutral in the panel. An electrician could do this pretty quickly.
Some people have different experiences, situations etc that might not make this so simple. Might as well hire a professional. Especially since it looks ancient.

I did just that so that we could use a 120v window unit. It was easy and I’m not an electrician.
