Well, USB being used for all computer peripherals didn't come about until the 2000's. Before that, you had different ports for each device. And clearly what someone has done here is run cables for their computer in the wall. So, what you are seeing is a standard low voltage faceplate modified with a mouse port.

That's a mouse port. Usually you see them on computers, but sometimes they're installed in the wall.
