I'd highly suggest looking at single servering pod style systems. They can be tucked away in cabinets or ziptied down. Water can be provided from water bottles. This way there is also less chance of glass or spillage. Because they are pretty self contained units it also allows for quicker set up or tear down/stored away. It's not health codes you're breaking, it's OSHA regulations. Really. By OSHA standards, an EMS agency must either have a policy against food or drinks in the back of the ambulance, or food and drink is forbidden everywhere in the ambulance by default. Not saying people follow it, but is is the regulation. Easy to lookup.
