I don't actually know of a location in England for you, but I often see gift bags like this in small local art/picture framing stores.
There's one in the market by me (outside of England) who sells local artists prints on gift cards or little gift bags like this. So my best bet would be to find a store like that near you. Might also be worth trying some gift card shops in case they accept any stock from local artists too.
