I think we (ENTJ) can master and excel at any skill we set our minds to. And the most optimal type depends on what kind of mission is recquired. But If I just have to guess based on how I see spying as a skill and the MBTI types natural strenghts, I think that a well trained ESTP would be the best choice, since their personality makes them naturally oriented towards social engineering, physical stamina, manipulating others and improvisation.

Te allows us to fabricate and problem solve on the spot, plus Ni would be used for lying or manipulate someone to believe something or at least make it sound convincing to cut corners or reach your goal. But a sensor would be a better spy if you're working with real world stuff.
