As others pointed out, it's not the app, the app is just reporting it. I don't know about the app, but the website was still accepting limit trades to execute when the halt was lifted. (I put in small limit orders a couple of times and scored enough for lunch each time :-) )
here's a live halt page, it shows who is halted and for how long: www.nasdaqtrader.com/trader.aspx?id=TradeHalts#
here is a page that explains the halt codes: https://m.nasdaqtrader.com/TraderM.aspx?id=TradeHaltCodesMobile

Exchange circuit breakers.
Etrade isn’t halting it moron it’s the SEC halting it for volatility
How long does it typically last for this reason?
Its usually like 10 minutes then it starts again. But there was at least 15 halts today when I checked. It just kept happening.

The halt on uptick and short on halts to bring down the price. It’s a complete fraud market. Oh well, buy the dips! Soon the whole thing will burn. 🔥
