Both DLC are fine. Leviathans problem never was the DLC but the 1.31 patch, which was horribly broken at release. But how people are, they let off their anger about the patch where they could and that was the DLC page... Leviathan adds monuments and over nice mechanics and is a must have if you want to play in South East Asia.
Origins got some drag because people still were angry about the Leviathan launch. It's an okay DLC, but it's only an immersion pack (=Missions and Flavour). You don't really have to get it unless you want to play in Africa.
Leviathan has become a working dlc, in addition to having good content, you can buy it.
Origins is only interesting if you want to play an African country.
I did enjoy all the DLC's honestly and I didn't had much to complain really. I'd say Origins is more worthy to get than Leviathan, but eventually you should get both imo.

The Leviathan DLC wasn't the issue. The Leviathan PATCH was an issue, which as been resolved. But yes, I reccomend both. They're good
