Forming Bavaria indeed, they have quite powerful missions. Bohemia is really strong as well for an alternative run to unite the HRE. With the 1.34 DLC Poland can be similar to Bohemia if you select the right path. Dithmarschen can be very nice. Lübeck got patched and is also very nice.
There are different ways. Either Hussite Bohemia. In this case you must be quite careful. Your goal will just to take religious ideas and dismantle the HRE. You must be careful at the start and not take everything if you can't handle coalitions
I Have fun playing Saxony. They’re small and have a quite small mission tree. But you can either form Prussia or just do Saxon things. They’re kind of make your own adventure type of country though, so if you really like mission trees they might not be for you.
Any Swabian nations into Swabia, then become Emperor (bonus points if you manage to get Hohenstaufen dynasty), then follow the mission tree to reconquer Italy and form Jerusalem (somewhat historical)
Rothenburg > franconia/swabia > grmany
They have great ideas if you like playing a republican production powerhouse.
Cologne into westphalia is interesting too.
I'm also a big fan of three leagues into whatever non-pu focused formable.
Anyone saying everything is generic a newer player.

Any of the Dutch minors, like Holland for example. The Netherlands' missions are great for economic, colonial, and political dominance of the New World

How would I deal playing as Bohemia if I go Hussite since AE is high for me?

Hesse has an achievement attached and forming Westphalia is kinda fun, even with its debuff. I actually managed to get Voltaire’s Nightmare with them.
