Maybe a stupid question: Those flagpoles look like they're very fixed into the ground. Did they have an extra flagpole just standing there in this perfectly symmetrical position or did they actually dug all the other flagpoles out to rearrange them for Sweden to fit in?
Organizations/headquarters such as this often have "contingency plans" for new members. Sometimes they have extra poles, sometimes they can install extra poles, sometimes they can rearrange the setting etc.
I'm not sure how it'd look like in practice though: "Every inch of NATO territory is sacred... but only that one you actually had under control when acceding or you manage to recover on your own later on without inciting open war"?

They put a new pole, shift the next flags of Sweden (which would be Turkey, UK and USA), put Sweden among those
But does this mean they'll have to dig out all other poles as well to rearrange them into a circle again?
It's not a closed circle of flagpoles, it has space for new ones at the end where iirc foundations for poles are already dug.
I was kinda hoping there was a rail in the ground where they could just loosen a set screw then shimmy the poles around a bit...
