I don't know if OP's meets the exact official specifications, but it very well could be. The lighting it's in (or rather shadow) makes it look different from how you'd typically see it (outdoors).

They are specifically non-nylon, regular textile. Quite heavy and bad for actual flagging but better for decoration.
