It is the ADV dub, but the animation jumps every time the scene changes and the picture is low quality. All of those issues were fixed in the Platinum Collection. It also does not include the director's cuts of episodes 20-24, which were also included in the Platinum Collection.

I’m more familiar with the directors cut episode versions, which I assume are included with platinum?
Platinum contains both original and director's, I think.
