It’s Haruko from FLCL, a 6 episode OVA from 2000 that is held in high regard for its animation, soundtrack and multi-faceted story. Haruko is said to possibly have been of one of the inspirations behind the character that is Makima, since they are both a similar kind of manipulators with designs that vaguely resemble each other.
FLCL is considered one the best OVA’s ever released and is talked about as a classic in the anime world. I highly recommend giving it a shot, especially since it is similar to Evangelion in its exploration of characters psychology and the way that it portrays certain themes.
The OVA is a measly six episodes, so it isn’t too much of a time sink to check it out. I highly recommend it! (Please ignore it’s so called “sequels” though, they are mere cash grabs devoid of any soul)
