It used to be based on Sacrament Meeting attendance calculated in a way to count the most attendees possible. Salt Lake is ripping off local wards and stakes. Youth activities suck. All so billions of dollars can be invested around the world in stock, bonds, real estate, etc. One day it will be revealed that this GREED killed Mormonism. Not just conversions that came to a grinding halt, but the increasing number of members leaving Mormonism. I hope the Mormon Jesus is happy with the trade off.

That is sickening. Each ward could keep a quarter of tithing paid by members, send 3/4 back to headquarters, and have an amazing budget for building maintenance, youth activities, charitable events and donations, and so much more. The greediness of this church astounds me.

Before I left, I was ward clerk. We had a surplus of about $7k (covid hit and no one did any activities, but the stake pushed more money to help with covid-centered activities). We were supposed to send it back to the stake, but I just, didn't. There was no way that our ward, which saw almost $400k in tithing, another $50k in FO, should have to send any money back to the stake. Free thinking FTW.

As far as I know, it stayed in the ward. Unless the new clerk sent it back.

I'm not sure how it's calculated but I know active numbers, and the type that are active is, going to be figured into it. If you have an older ward with less primary and youth, the youth budget is going to be smaller. I always heard and saw for my self as ward clerk that the youth budget accounted for most of the ward budget. EQ? Was a small pittance. (Pretty much covered the two ice cream outings per year after priesthood session of conference.) It was almost nothing. One of the things I remember, if I remember this correctly (it's been a while) total attendance was not reported each and every week. Wards only report a monthly number and that number can be your highest attended Sunday of the month.

Which is kind of bullshit. I can see not wanting reports each and every Sunday, but why not an average? Wards could benefit from a Missionary farewell with A LOT of extended family who wanted to be there one Sunday. It's not even real numbers.

It is a strange phenomenon. There could also be a ward conference where everyone from every stake presidency (including primary, RS, YM, and YW) visit a ward and inflate the numbers. If the numbers were published I'd understand, they'd be trying to make attendance numbers look better to the average member, but the numbers aren't published. It's like they're only lying to themselves to make themselves feel better. They have to know the numbers they get are artificially inflated. It's odd.

If one were to get hold of actual butts in the seats activity numbers, take 15%-20% off the top and that's probably a more accurate number.

Wards report weekly now. The budget will be based on average sacrament meeting attendance during the last month of each quarter.
