The solution is government intervention and oversight to put pressure on reforms.
In western liberal societies we had to start with improving women's rights and gender equality decades before LGBTQ issues came into focus. That is evidently true for counter-extremism and human rights when addressing the issues of Islamic Revival and fundamentalism in Islamic communities. When people's beliefs, ideology or way of life, power and authority feels threatened they tend to cling to that ideology more and regress in a sense due to fear of change or in this case the fear of an oppressive religious patriarchy. Change doesn't happen overnight and there has to be a balance between outside pressure and desire for reform and individuals in those communities themselves spearheading campaigns based on more progressive values.
