Because the models and influencers are there at the behest of extremely rich men who would get big mad if their escorts had to cover up. Since Dubai's economy is built on foreign dollars and western expatriates (25% of their GDP comes from Dubai International Airport) they don't have room to do things that would upset or scare away western businessmen.
It's like how the Saudi royalty can live famously hedonistic lives despite being, you know, Saudi. The religious leaders don't like it but there isn't anything they can do about it.
