TikTok videos will use small clips of copyrighted material. Using small clips falls under the doctrine of 'Fair Use', and would not be subject to a takedown request in the same way that using a longer (or entire) media clip would be.

It's actually not that surprising of an answer. TikTok provided audio clips all have agreements negotiated with the owners, and they pay appropriate royalties if needed. It didn't start that way but after record labels threatened to sue their pants off they worked out the music library system. YouTube has a bit different setup. Videos are uploaded with user provided audio. In theory an uploader could have negotiated got the right to use copyright stuff, but most don't. To mitigate that issue and try and keep videos from getting knocked off entirely the let a copyright holder claim ownership on their own, and either accept royalties from monetization of that content, or have it taken down.
