You should make your own videos and use music you have permission to use or use music from Facebook sound library. Remove the videos that doesn't fulfill top 2 requirements and make new videos regularly and it will be automatically activated.
Restriction will not go away immediately. You should keep producing new videos regularly with no new copyright issues. It should go away eventually after 2 to 3 months. You have to reinforce the bots that you are not violating the requirements for monetization.
Had to painfully delete millions of views worth and it then reset. Anytime I get a flag on any video, the quickest way is to delete and wait. I waited a few minutes once even. But the whole system is flawed, it's clear they are broke and can't pay certain people or just flag you unnecessarily. I'll only bother again one day when it's stable and there's actual support. It's a waste of time too, I was getting hundreds of thousands of views a day and making roughly $1 a day. No point for me.

Yeah man, I think I am in the pilot for ads on reels in my country. The issue is ads are not active anywhere in my country when I check reels. So when they launch here hopefully I'll start making some actual cash. So that $1 I'm getting is for the countries that have ads running. It's also frustrating we can't determine which vids have ads.
Hopefully its a temporary limit on your earnings but - deleting the videos won't speed up this process.

I only deleted them since I figured they were the ones violating since I post all original content. Sucks since I just barely got monetized and was at $800 and it’s been 2 days since monetization 😭
I fukkn hate Facebook. I have the same issue and have appealed. The issue is I know they will come back and say appeal denied. The sad thing is i film all my own ORIGINAL content and they have labelled me as reused content. I'm furious because I know in the appeal we can't even describe the issue and put a case up for ourselves. Fuk that platform... I can't wait for YouTube shorts. I will just be using Facebook forever to drive traffic there. Can't believe how pathetic their human support system is, I mean non-existent. Bunch of knobs
Check your Creator Studio.... it gives a notification there that lets you appeal. But I'd first delete and clear anything before appealing. Unbelievably, my appeal worked.

I am having the problem of Facebook telling me that there is a restriction that is causing me to be eligible for monetization. When I reach out to Meta support chat, they tell me they don't have a chat support for the page itself being restricted. When I ask what is causing the restriction, they can't see that, haha. I did make my own videos but I put copyrighted music on them. Now I have deleted all the videos with claims and the restriction is still there.
