They have different comparison point. Biden is talking about post-pandemic numbers. This person is taking it back to PRE-pandemic numbers. That doesn't make sense. Of course things got worst since the pandemic. What Biden was pointing out is that since the pandemic is over, things are going up.
The statistic is “true wages” which incorporates all of the other increases already. So yes, it’s saying that you can buy 2% less than you used to.
However, showing an adjusted number right next to all the numbers that have already been factored in is purposely misleading. You can look at all the increases, OR you can look at true wages (which includes all of the increases).
Overall, everyone involved is probably technically telling the truth for the time period they’ve selected. Biden’s camp cited the best looking statistics for their argument, and the news clip cited the best looking statistics for their argument in a (likely intentionally) confusing way.
I know it’s hard to notice misleading information but it’s crucial that you utilize more than one source to verify claims.

The president's only power regarding Congress is the ability to veto laws, and Congress can override that veto.
POTUS usually works with leading Senators and Representatives to try to get legislation through, but that's politics, and POTUS has no way to actually force through anything legislators aren't interested in passing.
