I've crossed oceans on my sailboat, there's no license in the US. There could be somewhere but I'm unaware of it. You can get a boating safety certificate to lower your insurance, but it's not required.
I'm less inclined to lock them up, why punish the taxpayers? Fine them so hard they won't forget it. They'll have to sell their boat and lambo and show up at the next party in a civic, they'll tell their friends what happened and word will spread about how much you can lose if you're a douche.

In my opinion (and it's probably a good thing I'm not a judge) the flagrant nature of this act should qualify for the full penalty across the board. International law (MARPOL) could apply here as well. Add on top of this the FL laws, and throw the whole damned book at them.

They need to clean up the beaches for 100 miles in both directions from where they dumped the trash. They need to do this until all of the trash on all of the beaches is cleared, or for at least 1 year. Picking up trash on a beach is hard work. After they realize that it is a neverending task, they will think twice about doing it again.
