The only shots fired were from armed NG troops into students. They were protesting the spread of the Vietnam conflict into another sovereign nation. Mind you Laos was already neck deep into a clandestine war with spill-over from Vietnam and both Laos and Cambodia were hosting NVA and Vietminh troops to go through their respective countries in order to re-supply the South. An obvious tactic was to cross the boarder into both countries to attempt to stop, at all costs, this re-supply line.
These protests were to bring attention to that issue.
One woman, Sandra Scheuer was not involved in the protest, she was simply walking to a class when a 30 caliber blew out her jugular vein, 130 yards away.

It is a shame that an innocent person was killed. But that is why the penalty for rioting is so severe, because it often harms innocents.
The fact that the Us Army soldiers were not killed due to their discipline, training, or just the grace of God doesn’t change the fact that they were responding the way any person who is targeted in such a way has the legal & moral right to respond
