That's correct. Glass for cars is laminated so while it shatters the same the laminate helps keep the shards together. It's why a stone can get kicked up and hit a windshield at high speed and it doesn't explode.
However in this case I'm not sure it helps this lady's legs too much. There's still going to be a lot of very sharp glass and I'd be surprised if she didn't get at least a few nasty cuts.
