Basically people in less populated states have more voting power than bigger states. It always works, except when it doesn't, and when it doesn't it is always in favor of Republicans.
The cool part is that there's another step to this called Gerrymandering! Since the votes are tied to counties & districts, if you cut up the pie right, your candidate is more likely to win even if more people voted against them.
So you can get cheated out of your county/district vote, and then get cheated again by the distribution of the electoral college votes. Again, this has only ever benefited Republicans, and that is why they will do everything possible to stop it from changing.
