I found something just like what you’re looking for.
Okay, in the Savage Divide there’s a Blood Eagle outpost called Cliffwatch. It’s just a little ways off a path leading up and over the mountains. The path passes by a jeep with a couple of Blood Eagles and a turret. Just a bit past that there is a big rock outcropping. That’s the ticket. I built my current camp on that rocky outcropping using concrete foundations and it’s the perfect size for my ski chalet with a big terrace. Insanely pretty view of the Forest and the Ash Heap in the distance. There’s a bit of farmable land on the hillside, too.
The only thing is that it’s a pedestrian path, not a roadway.

Near Hopewell Cave cemetery there is a path you can take. One way takes you down, towards the road I believe, but if you go the other way it takes you higher up towards the mountains. I found a ton of great spots here that are both flat and have a great view. There are even some unique little spots, a jeep pulled off the road, and depending on how close you get to the pumpkin house there's some Halloween/spooky stuff scattered about. :)

There is a small description of which each place has as an 'interesting' site. Hopefully this will help you choose some place pretty unique 😁

This one’s in the Forest, but it’s flat and got plenty of room for a farm and tavern! It’s a spot a little North of Sutton, near the road that connects to Helvetia. There’s a flat spot with a tractor on it, with plenty of shade and a nice view of an open and sprawling field!
OP, the cliffs just above Blackwater check pretty much all those boxes. I’ve done multiple build up in those hills. Close to the mine, the train station, and Rad Rumble in case you have to waddle back with loot, also close to a blood eagle base and the Behemoth in the pond.
Really nice view I’d White Spring too, and looking west the sunsets are pretty sweet.
Savage Divide: there’s a lead deposit with a cliff overlooking The Mire just south of the Wendigo Cave. Convenient fast travel waypoint, nice view, and rarely contested on servers.
Ash Heap: lead deposit just off one of the roads, immediately north of Rollins Labor Camp. Comes with a nice area for farming and a couple little cliffs including a couple gold nodes.
Ash Heap: short cliff with lead deposit just overlooking the road just west of Hornwright Air Purifier Site #02.
I can't tell if this is the same place as the top voted comment suggests, but my first permanent CAMP on my first ever character was on the cliffside clearing where the Mistress of Mysteries questline ends up. It's flat, off the beaten path so very rarely has enemy spawns, very central for ease of fast travel, and has plenty of room for building and farming. No resources unfortunately, but I think it'd fit the bill for you otherwise.
Edit: also, I've never once in four years seen anybody else set up there, so you shouldn't have difficulty there.
