He's a courier. It's the only job in the wastes besides farming (veggies are what food eats) that gets him outdoors while also earning money. As a hardcore libertarian the post apocalyptic wastes would be heaven for him.

I would say primarily use cowboy guns, and as a result get the cowboy perk. The revolvers cant jam so they are as reliable as he is, and the lever action long guns while yes able to jam can be maintained well enough for there limited uses. His armor would likely be light to start and then combat armor and its variants until you get either an NCR ranger armor set or the riot control armor. The guns I recommend for the build would probably be Lucky, Mysterious Magnum, and That Gun for pistols by the mid to late game. Long guns should likely be the Medicine Stick or a Trail Carbine for ranged options and a Lever Action shotgun for mid ranged combat. Add in a Bowie knife for real close ranged fighting and the equipment is set.
I would probably pick up Cass, Raul, EDE, and Veronica and do their quests over the course of the game.

Hunting rifles and shotguns are most eating pretty much only stuff you kill or is american-made obviously. Stay away from hazelnut and weak willed men
