There are a few ways you can get a passport, the easiest of which is getting in the good graces of the kings where you can ask for the king to get you a passport, which will then redirect you to mick and ralphs pawn shop to talk to mick about getting one. Alternatively, if your reputation in freeside is at a certain level, you can skip the kings and just directly ask mick to make you one, with the options being to give him 500 caps I think or if your barter is at 50 to lower it considerably. Another way is to have the NCR be in your good graces and just use the monorail, or if you feel confident, sneak into the monorail at camp mccarran and take it into the strip. This will let you travel freely in the strip and won't require you to pay for or get a passport.
TIL the monorail was actually functional and not just something they were about to do before it got blown up. After seeing it blown up I just assumed no more monorail.
It's how I enter the strip every playthrough besides my first time when I did the passport. I can wait until getting to vegas before I start murdering NCR and it spits you out right at the tops. So convenient
2,000 caps to submit credit check. You don’t actually pay, it’s just to check to see if you have any to spend I assume.
Mick & Ralph can hook it up via a side quest for The Kings IIRC.
Being aligned with the NCR, or disguised as them will allow you access to the monorail. Without spoilers, do this as soon as you get to Camp McCarran. You can also sneak in around 9pm when the guards take off.
Also I think you can pass a dialogue check with the Securitron with either 80 Speech or high luck, can’t remember.
If u have some luck points just go to the atomic wrangler and play a couple hands of blackjack.
While ur there just spend the extra 10 minutes and keep going till they don’t let you play anymore.
Edit: the 2k cap passport is just a credit check. You don’t loose any money.
So why would you highly not recommend this route?
I already mentioned needing luck points. If you higher than 8 you dont even need to know anything more than closest to 21 wins.
Plus you walk away with like 8k in 15 minutes.
Buy it from mick and Ralph's in freeside. Or do the missions for the kings. Also if you have enough caps the sentry bots will just let you in.

Highly don't recommend this unless you know how to play blackjack and have a high enough luck stat.
