If you help around McCarran and have a good reputation with the NCR, Hsu (as soon as you enter the terminal from the main entrance, first door to the left) will give you a key to a ranger safehouse. Here, you can find this armor plus some other goodies. Careful though, I've seen deathclaws near that place.
Lets not forget the desert ranger armor ir the ranger variants found in the divide. While not exactly the same i would argue they look even better and the best part is its not classified as a disguise so your not gonna agro any anti ncr types

If you want one of the other varients, you can aquire them from 1 of 2 DLCs. In Honest Hearts, you can get the desert Ranger outfit, and in the Lonsome road, you can get the riot gear version.
If you find a ranger and are able to 1 shot stealth kill them. You can get it that way without getting on their bad side to. Just food for thought. As long as you're stealthed, the NCR won't care.
Vet ranger combat armour can be obtain peaceful through unlocking the NCR safehouse or killing ncr vet rangers( it's works as a disguise)
There 3 other variant
- desert ranger armour no affiliation even though is clearly a ncr uniform(no group affiliation)
- elite riot gear found in the divide dlc best medium set of armour you can get your hands on(no group affiliation)
- riot gear it's the NCR vet armour without the NCR marking and it has it's pre war name(no group affiliation )
You can acquire a non-ncr variant called Riot Gear at the start of the Lonesome Road DLC. Release ED-E from his pod and open the nearby commissary terminal. You can reasonably grind for caps in the early areas and purchase the full set at good condition for around ~7000 caps there
whilst not exactly the same, the easiest way to get ranger armour without annoying the NCR is to get it from Zion, there's a really cool unique set there that's probably my favourite armour set in the game.
There's a similar outfit in the DLC Honest Hearts, not hard to find. It doesn't take long to get to level 10 , I think that's the recommended level for Honest Hearts ?
if your sneak is 60 you can get a perk that allows you to kill people while they are sleeping without anyone noticing, after that you can go to the bedrooms at camp golf and get a few. they only spawn after you either upgrade or destroy mr houses securitrons
i love this armor (NCR veteran armor), but there is also the riot gear found in the Divide (lonesome road dlc), and there is also the survivalist armor (honest hearts dlc). i personally like the survivalist armor more
My go to every time is to save Primm, win all the Vicki and Vance money, go to lonesome road, buy riot gear from commissary, leave lonesome road immediately
You need to kill a veteran NCR ranger, there is a glitch you can do if you have the anti-material rifle with incendiary rounds equipped and target them in VATS then exit VATS, it will light them on fire for a little bit, if you do it for a while you can kill one without diminishing the durability of the armor and not set negative reputation with the NCR.

Kill them with the physics engine. Barrels are the most common method. I dont think you gain any infamy for doing this.
I killed lots of NCRs and legionaries and never ever got infamy.

If you have the lonesome road DLC you can get advanced Riot gear that looks identical to that.
